Whereas a General Treaty of Inter-American Arbitration was signed at Washington on January 5, 1929, by the respective Plenipotentiaries of the United States of America; Venezuela, with reservations; Chile, with a reservation; Bolivia, with reservations; Uruguay, with a reservation and an understanding; Costa Rica, with reservations; Peru; Honduras, with a reservation; Guatemala, with reservations; Haiti; Ecuador, with reservations; Colombia, with reservations; Brazil; Panama; Paraguay, with a reservation; Nicaragua; Mexico, with a reservation; El Salvador, with reservations; Dominican Republic, with an understanding; and Cuba, the original of which treaty, being in the English, Spanish, Portuguese and French languages, is word for word as follows:
