[Private, NO .8.} Be it enacted by the Senate and House of Representatives of the llnited States of America in Oongress assembled, That the Secretary Brown and Cunning. of the Treasury be, and he is hereby, authorized and directed tolay, ~ai.vmentto. out of any money in the Treasury not otherwise appropriate , to Fred S. Brown and Nellie R. Cunningham doin~ business under the name of Brown and Cunningham, Port beposlt, Maryland, the sum of $2,400, in full satisfaction of their claims against the United States for damages on account of loss of business and destruction of certain stock and fixtures caused by a Marine Corps truck (num- bered 1394), when such truck crashed into the store owned by said Brown and Cunningham at Port Deposit, Maryland, on October 12, 1933: Provided, That no part of the amount appropriated in rrOO::il tto this Act in excess of 10 per centum thereof shall be paid or deliv- neY'~etc.,o~~ a r- ered to or received by any agent or agents, attorney or attorneys, on account of services rendered in connection with said claim. It shall be unlawful for any agent or agents, attorney or attorneys, to exact, collect, withhold, or receive any sum of the amount appro- priated in thIS Act in excess of 10 per centum thereof on account of services rendered in connection with said claim, any contract to the contrary notwithstanding. Any ferson violating the provisions of Penalty for violation. this Act shall be deemed guilty 0 a misdemeanor and upon convic- tion thereof shall be fined in any sum not exceeding $1,000.
