OCTOBER 10, 1934. 3191 ARTICLE III The present Treaty shall be ratified by the High Contracting E~hange of ratltlca- Parties in accordance with their respective constitutional methods, tiom. and shall take effect on the date of the exchange of ratifications, which shall take place at Tallinn as soon as possible. IN WITNESS WHEREOF, the above named plenipotentiaries have SignatUJ'ee. signed the present Treaty and have hereunto affixed their seals. DONE in duplicate at Washington, this tenth day of October, one thousand nine hundred and thirty-four. Roosevelt, Proclamation. President of the United States of America, have caused the said Treaty to be made public to the end that the same may be observed and fulfilled with good faith by the United States of America and the citizens thereof.
