A PROCLAMATION

Multilateral Agreement concerning obligations of most-favored-nation clause.
Preamble.
Whereas an Agreement to refrain from invoking the obligations of the most-favored-nation clause in respect of certain multilateral economic conventions, which was opened for signature in the Pan-American Union on July 15, 1934, in accordance with a resolution adopted by the Seventh International Conference of American States on December 24, 1933, was signed ad referendum by the Plenipotentiary of the United States of America on September 20, 1934, and since that date, by the Plenipotentiaries of certain other countries, also ad referendum, the original of which Agreement, being in the English, Spanish, Portuguese, and French languages, is word for word as follows:
