UECIPROCAL TUADE-COLOMBIA. 3885 in Article VIII, this Agreement shall not apply to police or sani- tary regulations or to the advan- t.ages now or hereafter accorded by the United States of America to the commerce of the Republic of Cuba, or to commerce between the United Statt's of America and the Panama Canal Zone, the Philippine Islands, or any terri- tory or possession of the United States of America, or to the com- merce of the territories and pos- sessions of the United States of America with one another. The provisions of this paragraph whieh except from the operation of this Agreement the commerce between the United States of America and the Philippine Is- lands and the commerce of the territories and possessions of the United States of America with one another shall apply in respect of ad vantages now or hereafter accorded by the United States of America or any territory or pos- session of the United States of America to the Philippine Islands, notwithstanding any change that may take place in the political status of the Philippine Islands. Subject to the reservations set forth in the preceding paragraph, the provisions of this Article shall apply to articles the growth, prod- uce or manufacture of any terri- tory under the sovereignty or authority of the United States of America or the Republic of Co- lombia, imported from or ex- ported to any territory und('l' the sovereignty or authority of the Repuhlic of Colombia or the enited States of America, respee- tively.
