Be it enacted by the Senate muJ H0'U8e of Representaiwes of the United State8 of America in Oongre8s assembled, That the Secretary ~:ine~Pe::' of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated1 the sum of $807.30 to A. E . Taplin, a physician and surgeon of Vebl~n, South Dakota, in full satisfaction of all claims agamst the United. States for medical services and medicine furnished to members of the Sisseton-Wahpeton Tribe of Sioux Indians in the vicinity of Veblen, South Dakota, durin~ the period March 3, 1921, to December 29J 1932, inclusive: Provided, That no part of the amount appropriated rr:t::il tt in this Act in excess of 10 per centum thereof shall be paid or ney's, e\c.,of~~ a or· delivered to or received by any agent or agents, attorney or attorneys, on account of services rendered in connection with said claim. It shall be unlawful for any agent or agents, attorney or attorneys, to exact, collect, withhold, or receive any sum of the amount appro- priated in this Act in excess of 10 per centum thereof on account of services rendered in connection with said claim, any contract to the contrary notwithstanding. Any person violating the provisions of Penalty for violation. this Act shall be deemed guilty of a misdemeanor 8J)d upon convic- tion thereof shall be fined in any sum not exceeding $1,000. Marquardt, who was a member of Company F, Three Hundred and Tenth Regiment United States Infantry, Seventy-eighth Division, shall hereafter be held and con- sidered to have been bonorably discharged from the military service of the United States as a member of that organization on the 4th day of November 1918: Provided, That no compensation, retirement ~ct pay, etc. pay, back pay, pension, or other benefit shall be held to have accrued prIOr to the passage of this Act. United States Army Fred Edward Nordstrom shall be held and eonsidered to haye been honorably discharged as a private, Company G, Three Hundred and Fifth Regiment United States Infantry, on April 3, 1920: Provided, That no back pay, compensation, benefit, ProIri8o. or allowance shall be held to have accrued by reason of this Act No back pay, etc. prior to its passage.
