Si la Conference se prononce pour l'adoption de propositions relatives a un objet a l'ordre du jour, elle aura a determiner si ces propositions devront prendre la forme: a) d'llne "recommanda- tion" a soumcttre a l'examen des ~lcmbrcs, en vue de lui faire porter efTet sous forme de loi na- tionale ou autrement; b) ou bien d'un projct de convention inter- nationale a ratifier par les Mem- bres. Dans lcs deux cas, pour qu'une recommandation ou qu'nn projet de convention soient adoptes au vote final par In Conference, une majoritc des deux-tiers des voix des delCgucs presents est rcquise. En formant une rccommanda- tion ou un projet de convention d'une application generalc, la Conference dcvra avoir egard aux pays dans lesquels Ie climat, Ie developpement incomplet de l'or- ganisation industrieHe ou d'autres circonstances particulicrcs ren- dcnt lcs conditions de l'industrie essentiellement differentcs, et elle aura a suggerer teIles modifica- tions qu'eHe considererait comme pouvant etre necessaircs pour repondre aux conditions pl'opres a ces pays. Un exemplllire de la rccomman- dation ou du projet de convcntion sera signe par Ie President de la Conference et Ie Directeur et sera depose entre les mains du Secr(.>. . ARTICLE 404. The Conference may add to any committees which it appoints technical experts, who shall be assessors without power to vote. ARTICLE 405. When the Conference has de- cidcd on the adoption of propo- sals with regard to an item in the agenda, it will rest with the Con- ference to determine whether th('se proposals should take the form: (a) of a recommendation to be submitted to the ~I('mbcr['; for consideration with a view to effect being given to it by nationnl Ie·gis- lation or othendsc, or (b) of a dra.ft internfttionul convention for ratification by the IVlrmbcrs. In either case a majority of two- thirds of the votes cast by the Delegates present shall be neces- sary on the final vote for the adoption of the recommendation or draft convention, as the case may be, by the Conference. In framing any recommenda- tion or draft convention of gen- eral appiication the Conference shall have due regard to those countries in which climatic con- ditions, the imperfect develop- ment of industrial organisation or other special circumstances make the industrial conditions substan- tially different and shuH suggest the modifications, if any, which it considers may be requirrd to meet the case of such coulltrirs. A copy of the reeommendution or draft convention slmll be au- thenticated by the signature of the President of the Conference and of the Dircctorand shall be deposited
