NAVAL RESEARCH LABORATORY For laboratory and research work and other necessary work of the Naval Research Laboratory for the benefit of the naval service, including operation and maintenance of a laboratory, additions to equipment necessary properly to carry on work in hand, maintenance of buildings and grounds, temporary employment of such scientific and technical civilian assistants as may become necessary, and sub- scriptions to technical periodicals, to be expended under the direction of the Secretary of the Navy, $310,000 : Provided, That $5 0,000 of . this appropriation shall be available for the temporary employment of civil ian scient ists and t echnicists required on special problems Provided further ? OPERA TION AND CO NSERVA TION OF NAV AL P. rR OLE UM RES ERV ES To enable the Secretary of the Navy to carry out the provisions contained in the Act approved June 4, 1920 (U . S . C ., title 34, sec . 524), requiring him to con serve, dev elop, use, and operat e the nava l petroleum reserves, $62,000, of which amount not to exceed $20,000 shall be available for employees assigned to group IV (b) and those performi ng similar services carried un der native and alien schedules in the Schedule of Wages for Civil Employees in the Field Service of the Navy Department : Provided, That out of an y sums appr o- priated for naval purposes by this Act any portion thereof, not to exceed $10,000,000, shall be available to enable the Secretary of the Navy to protect Naval Petroleum Reserve Numbered 1, established by Executive order of September 2, 1912, pursuant to the Act of dune 25, 1910 (U . S . C ., title 43, sees . 141-143), by drilling wells and performing any work incident thereto, of which amount not to exceed $100,000 shall be available for employees assigned to group IV (b) and those perfo rming simi lar servic es carried under nat ive and al ien schedules in the Schedule of Wages for Civil Employees in the Field Service of the Navy Department : Provided further, That no part of the sum made available for the protection of this property shall be expended if a satisfactory agreement can be made with adjoining landowners not to drill offset wells for the purpose of producing oil . 125151'-37 7 Research to ry .
