75TH CONGRESS, 1ST SESSION-CH . 140 -APR IL 27, 1937 "Construction and machinery", $40,000,000, to r emain available until expended : Provided, That the sum to be paid out of the amount avail- able for expenditure under this head for the fiscal year 1938 for employees in the field service assigned to group IV (b) and those per- forming similar se rvices carried under native a nd alien schedules in the Schedule of Wages for Civil Employees in the Field Service of the Navy Department shall not exceed $1,300,000 . The appropriations made in this Act for the purchase or manufac- ture of equipment or material or of a particular class of equipment or material shall be available for the purchase of letters patent, applica- tions for letters patent, licenses under letters patent, and applications for let ters pat ent that per tain to such equ ipm ent or m ater ial for whic h the appropriations are made . No part of any appropriation made for the Navy shall be expended for any of the purposes herein provided for on account of the Navy Department in the District of Columbia, including personal services of civilians and of enlisted men of the Navy, except as herein expressly authorized : Provided, T hat there may be detailed to the Burea u of Navigation not to exceed at any one time seven enlisted men of the N av y : Provi ded further, That enlisted men d etailed to the Navy Dis- pensary and the Radio Communication Service shall not be regarded as detailed to the Navy Department in the D istrict of Columbia . No part of the appropriations ma de in this Act shall be avai lable for the salary or pay of any officer, manag er, superintendent, fore- man . or other person or persons having charge of the work of any employe e of the Uni ted States Go vernment whil e making or c ausing to be made with a stop watch or other time-measuring device a time study of any job of any such employee between the starting and completion thereof, or of the movements of any such employee while engaged upon such work ; nor shall any part of the appropriations made in this Act be available to pay any premiums or bonus or cash reward to any employee in addition to his regular wages, except for suggestions resulting in improvements or economy in the operation of any Government plant ; and no part of the moneys herein appro- priated for the Naval Establishment or herein made available there- for sha ll be used o r expended un der contracts hereafter ma de for the repair, purchase, or acquirement, by or from any private con- tractor. of any naval vessel, machinery, article, or articles that at the time of the proposed repair, purchase, or acquirement, can be repaired, manufactured, or produced in each or any of the Government navy yards o r arsenals o f the United States, when time and faci lities permit, and when, in the judgment of the Secretary of the Navy, such repai r, purchase, acquirement, or production would not involve an appreciable increase in cost to the Government : Provided, That nothing herein shall be construed as altering or repealing the provisos contained in t he Acts to authorize the cons truction of certain naval vessels, approved February 13, 1929, and March 27, 1934, which provide that the first and succeeding alternate vessels in each cate- gory, except the fifteen-thousand-ton aircraft carrier, upon which work is undertaken, together with the main engines, armor, and armament shall be constructed or manufactured in the Government navy yards, naval gun factories, naval ordnance plants, or arsenals of the Uni ted States, except such mater ial or parts as are not cus- tomarily manufactured in such Government plants . No part of the funds herein apropriated 1 shall be available to pay a contractor upon any contract for a naval vessel entered into under authority of this Act unless, at the time of filing his bid, he shall also file the estimates upon which such bid was based .
