AN ACT [H. R. 5179] Granting the consent of Congress to the County Commissioners of Essex County, [Public, No . 89]

in the State of Massachusetts, to construct, reconstruct, maintain, and operate a free highway bridge across the Merrimack River between the city of Haver- hill and the town of Groveland, Massachusetts . Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the con- sent of Congress is hereby granted to the County Commissioners of Essex County, in the State of Massachusetts, and their successors and ass igns, to con struct, reco nstruc t, main tain, and op erate a free highway bridge and approaches thereto across the Merrimack River between the city of Haverhill and the town of Groveland in the county of Essex, in the State of Massachusetts, at and near the loca- tion of the existing bridge known as the Groveland Bridge, in accordance with the provisions of the Act entitled "An Act to regu- late the construction of bridges over navigable waters", approved Ma rch 23, 1906, and subject to the conditions and limitations contained in this Act . AN ACT Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the proviso of the second paragraph under the caption "Civil Service Commis- sion" in the Act entitled "An Act making appropriations for the legislative, executive, and judicial expenses of the Government for the fiscal year ending June thirtieth, eighteen hundred and ninety- one, a nd for other purpo ses", approv ed July 11, 1 890, a s amen ded, i s here by am ended to r ead as fo llows "Hereafter every application for examination before the Civil Service Commission for appointment in the departmental service in the Di strict of Co lumbia shall be ac compani ed by a cert ificat e of a n officer, with his official seal attached, of the county and State of which the applicant claims to be a citizen, that such applicant was, at the time of making such application, a legal or voting resident of said county, and had been such resident for a period of not less than one year next preceding . but this provision shall not apply to persons who may be in the service with civil-service status and seek promotion or appo intme nt in othe r br anche s of the Gover nment ."
