Wor king c apital, re- turn of portion as un- exp ended balanc e . 75TH CONGRESS, 1ST SESSION-CH . 2 23-MA Y 18, 1937 GOVERNMENT PRINTING OFFICE To provide the Public Printer with a working capital for the fol- lowing purposes for the execution of printing, binding, lithograph- ing, mapping , engraving, and other aut horized work o f the Govern- ment Printing Office for the various branches of the Government For salaries of Public Pr inter and Dep uty Public Pri nter ; for s al - aries, compensation, or wages of all necessary officers and employees additional to those herein appropriated for, including employees necessary to handle waste paper and condemned material for sale ; to enable th e Public Prin ter to comply with the prov isions of law granting hol idays and hal f holidays an d Executive or ders granting holidays and half holidays with pay to employees ; to enable the Public Printer to comply with the provisions of law granting leave to employees with pay, said pay to be at the rate for their regular positions at the time the leave is granted ; rental of buildings and equipm ent, fu el, ga s, heat , elect ric cu rrent, gas and elect ric fix tures ; bicycles, motor-propelled vehicles for the carriage of printing and printing supplies, and the maintenance, repair, and operation of the same, to be used only for official pur poses, includi ng operation, repair, and maintenance of motor-propelled passenger-carrying vehi- cles, and th e purchase or exchange of two such passe nger vehicles (at a cost, including the allowance on any vehicle given in part pay- ment therefor, of not to exceed $1,000 and $750, respectively), for official use of the officers of the Government Printing Office when in writing ordered by the Public Printer ; freight, expressage, tele- graph and tele phone service , furniture, typewriters, a nd carpets ; traveling expenses ; stationery, postage, and advertising ; directories, technical book s, newspapers and magazine s, and books o f reference (not exceeding $500) ; adding and numbering machines, time stamps, and other machines of similar character ; rubber boots, coats, and gloves ; machinery (not exceeding $300,000)
equipment, and for repairs to machinery, implements, and buildings, and for minor alter- ations to buildings ; necessary equipment, maintenance, and supplies for the emergency room for the use of all employees in the Govern- ment Printing Office who may be taken suddenly ill or receive injury while on duty ; other necessary contingent . and miscellaneous items authorized by the Public Printer ; for expenses authorized in writing by the Joint C ommittee on P rinting for t he inspection of printing and binding equipment, material, and supplies and Government print- ing plants in the District of Columbia or elsewhere (not exceeding $1,000) ; for salaries and expenses of preparing the semimonthly and session indexes of the Congressional Record under the direction of the Joint Committee on Printing (chief indexer at $3,480, one cata- loguer at $3,180, two cataloguers at $2,460 each, and one cataloguer at $2,100) ; for the printing and distribution of the Federal Register in accordance with the provisions of the Act approved July 26, 1935 ; and for all the necessary labor, paper, materials, and equipment needed in the prosecution and delivery and mailing of the work

all, $3,800,000 ; to which sum shall be charged the printing and bind- ing authorized to be done f or Congress i ncluding suppl emental and deficiency estimates of appropriations, the printing and distribution of the Federal Register (not exceeding $100,000), the printing and binding for use of the Government Printing Office, and printing and binding (not exceeding $2,000) for official use of the Architect of the Capitol upon requisition of the Secretary of the Senate, in all to an amount not exceeding $2,800,000 : Provided, That not less than $1,000,000 of such working capital shall be returned to the Treasury as an unexpended balance not later than six months after the close of the fiscal year 1938 .
