[Public, No . 99] Be it enacted by the Senate and House of Representatives of the United States of Am eric a in Co ngr ess assembled, That there is hereby authorized to be appropriated, out of any money in the Treasury not otherwise appropriated, to enable the Government of the United States to reimburse the Government of Japan in the amount of yen 156,798 .39 expended by it on behalf of the United States in pursuance of an understanding between the Governments of the United States, France, Great Britain, and Japan to share equally the expenses incident to an undertaking to deport enemy aliens from China to Aust ralia d uring t he Worl d War, the sum of $48 ,000 t ogether with such additional amount due to increases in rates of exchange as may be nec essary to purchase t his amount of yen . Approved, May 21, 1937 . [CHAPTER 23 6] JOIN T RE SOLUT ION Authorizing the payment of salaries of the officers and employees of Congress for December on the 20 th day of th at month ea ch year . Resolved by the Senate and House o f Representatives o f the United States of America in Congress assembled, That the Secretary of the Senate and the Clerk of the House of Representatives are authorized and directed to pay to the officers and employees of the Senate and House of Represe ntatives, including the Capitol Police an d Office o f Legislative Counsel, and employees paid on vouchers under authority of resolutions, their respective salaries for the month of December on the 20th day of that month, each year, except when the 20th of the month falls on Sunday, in which case the said salaries shall be paid on the 19th of December . Approved, May 21, 1937 . [CHAPTER 23 7] AN ACT To provide th at graduates of approved school ships may be rated as able seamen upon graduation, and for other purposes . Be it e nact ed by the Sena te and Hou se o f Repr ese ntat ive s o f the United States o f America in Congress assembled, Th at subsect ion (a) of section 13 of the Act entitled "An Act to promote the welfare of American seamen in the merchant marine of the United States; to abolish arrest and imprisonment as a penalty for desertion and to secu re the abro gation of treaty pro visions in relation thereto; a n d to promote safety at sea", approved March 4, 1915, as amended, is amended by striking out "after twelve months' service at sea after graduation" and inserting in lieu thereof "upon graduation in good standing from said school ships" . SEC . 2. Subsection (e) of such section 13, as amended, is amended by inserting before the period at the end thereof the following : "or proof that he is a graduate of a school ship approved by and con- ducted under rules prescribed by the Secretary of Commerce" .
