S . C ., title 41, sec . 5), the employment of special counsel, translators, and other technical experts, by contract, without regard to the provisions of a ny stat ute rel ative t o emplo yment, travel ing exp enses, and suc h other expenses in the United States and elsewhere as the President m ay deem proper , $48,5 00, to be ava ilable immedia tely

Provided, T hat the sa lary of th e American commission er of gene ral claims shall not exceed $10,000 per annum : Provided further, That from any sums received from the Mexican Government in settlement of a gen- eral claim of an American citizen against it, there shall be deducted and deposited in the Treasury of the United States as miscellaneous receipts, 5 per centum thereof in reimbursement of the Government of the United States of expenses incurred by it in respect of such claim : Provide d furt her, Th at this appro priati on ma y be used to reimburse other appropriations under the Department of State from which expenditures may have been made for any of the purposes he rein defined prior to the effective da te of this appropri ation . INTERNATIONAL FISHERIES COMMISSION For the share of the United States of the expenses of the Inter- national Fisheries Commission, under the convention between the United States and Great Britain, concluded May 9, 1930, including salaries of two members and other employees of the Commission, tr aveling expenses, c harter of vessels, purchase of books, periodicals, furniture, and scientific instruments, contingent expenses, rent in the District of Columbia, and such other expenses in the United States and elsewhere as the Secretary of State may deem proper, to be disbursed under the direction of the Secretary of State, $25,000

Provided, That not to exceed $700 shall be expended by the Com- missioner and his staff in attending meetings of the Commission .
