Eradicating tuber- culosis, etc . 75TH CONG RESS, 1ST SESSION-CH . 404-JUNE 29, 1937 exporter, importer, packer, owner, agent of, or dealer in livestock, hides, skins, meat, or other animal products, may, in his discretion, make inspections and examinations at places other than the head- quarters of inspectors for the convenience of said applicants and charge the applicants for the expenses of travel and subsistence incurred for such inspections and examinations, the funds derived from such charges to be deposited in the Treasury of the United States to the credit of the appropriation from which the expenses are paid ; and to enable the Secretary of Agriculture to collect and dissem- inate information concerning livestock and animal products ; to pre- pare and disseminate reports on animal industry ; to employ and pay from the appropriation herein made as many persons in the city of Washington or elsewhere as he may deem necessary ; to purchase in th e open mark et sa mples of al l tub ercul in, s erums, anti toxin s, or anal - ogous products, of foreign or domestic manufacture, which are sold in the United States, for the detection, prevention, treatment, or cure of diseases of domestic animals, to test the same, and to dissem- inate the results of said tests in such manner as he may deem best ; to purchase and destroy diseased or exposed animals, including poul- try, or quarantine the same whenever in his judgment essential to prevent the spread of pleuropneumonia, tuberculosis, contagious poul- try diseases, or other diseases of animals from one State to another, as follows General administrative expenses : For necessary expenses for gen- eral administrative purposes, including the salary of chief of bureau and other personal services in the District of Columbia, $178,220 . Animal husbandry : For all necessary expenses for investigations and expe riments in animal hu sbandry ; f or e xpe rime nts in anim al feeding and breeding, including cooperation with the State agricul- tural experiment stations and other agencies, including repairs and ad dition s to and e recti on of build ings absol utely neces sary to ca rry o n the experiments, including the employment of labor in the city of Washington and elsewhere, rent outside the District of Columbia, and all other necessary expenses, $789,380, including $12,500 for livestock experiments and demonstrations at Big Springs or else- where in Texas, to be available only when the Sta te of Texas, or other cooperating agency in Texas shall have appropriated an equal amount or, in the opinion of the Secretary of Agriculture, shall have furnished its equivalent in value in cooperation for the same purpose during the fiscal year 1938 : Provided, That of the sum thus appro- priated $238,957 year be used for experiments in poultry feeding and breeding, of which amount $40,000 may be used in cooperation with State authorities in the administration of regulations for the imp rove ment of p oult ry, poult ry p rodu cts, and hatc herie s . Diseases of animals : For all necessary expenses for scientific inves- tigations of diseases of animals, including the construction of neces- sary buildings at Beltsville, Maryland, the maintenance of the Bureau experiment station at Bethesda, Maryland, and the necessary expenses for inve stig atio ns of tub ercu lin, seru ms, antit oxin s, a nd an alog ous products, $447,775 : Provided, That of said sum $78,182 may be used for researches concerning the cause, modes of spread, and methods of treatment and prevention of the disease of contagious abortion of animals . Eradicating tuberculosis : For the control and eradication of the dis eases of tube rculo sis and parat uber culo sis o f an imal s, an d av ian tuberculosis, for the tuberculin testing of animals, including demon- strations, the formation of organizations, and such other means as may be nece ssary, either indepe ndently or in cooper ation with farmers, associations, or State, Territory, or county authorities,
