75Ta CONGRESS, IsT SESSION--CH . 404 JUNE 29, 1 937 $1,603,000, of which $1,103,116 shall be set aside for administrative and operating expenses and $499,884 for the payment of indemnities Provided, That in carrying out the purpose of this appropriation, if in the opinion of the Secretary of Agriculture it shall be necessary to condemn and destroy tuberculous or paratuberculous cattle, if such animals have been destroyed, condemned, or die after condem- nation, he may, in his discretion, and in accordance with such rules a nd reg ulatio ns as he may presc ribe, expend in th e city of Wa shing- ton or elsewhere such sums as he shall determine to be necessary, within the limitations above provided, for the payment of indem- nities, for the reimbursement of owners of such animals, in coop- e ration with such S tates, Terri tories , coun ties, or mun icipal ities, as shall by law or by suitable action in keeping with its authority in the matter, and by rules and regulations adopted and enforced in pursuance thereof, provide inspection of tuberculous or paratuber- culous cattle and for compensation to owners of cattle so condemned, but no part of the money hereby appropriated shall be used in com- p ensati ng own ers of such cattle excep t in c oopera tion w ith an d sup- plementary to payments to be made by State, Territory, county, or municipality where condemnation of such cattle shall take place, nor shall any payment be made hereunder as compensation for or on account of any such animal if at the time of inspection or test, or at the time of condemnation thereof, it shall belong to or be upon the premises of any person, firm, or corporation to which it has been s old, sh ipped, o r delive red for the pur pose of being s laughter ed : P ro- vided further, That out of the money hereby appropriated no pay- ment as compensation for any cattle condemned for slaughter shall exceed one-third of the difference between the appraised value of such cattle and the value of the salvage thereof ; that no payment hereunder shall exceed the amount paid or to be paid by the State, Territory, county, and municipality where the animal shall be con- demned ; that in no case shall any payment hereunder be more than $25 for any grade animal or more than $50 for any purebred animal, and that no payment shall be made unless the owner has complied with all lawful quarantine regulations . Eradica ting cat tle tick s : For all necessary expenses for the eradi- c ation of s outhern cat tle ticks, $513,940 : Provided, That, except upon the written order of the Secretary of Agriculture, no part of this appropriation shall be used for the purchase of animals or in the purchase of materials for or in the construction of dipping vats upon land not owned solely by the United States, except at fairs or exposi- tions where the Department of Agriculture makes exhibits or demon- strations ; nor shall any part of this appropriation be used in the purchase of materials or mixtures for use in dipping vats except in experimental or demonstration work carried on by the officials or agents of the Bureau of Animal Industry . Hog-cholera control : For the control and eradication of hog cholera and related swine diseases, by such means as may be neces- s ary, i ncludi ng dem onstra tions, the f ormati on of organi zation s, and o ther m ethods , eith er ind epende ntly o r in c oopera tion w ith fa rmers' associations, State or county authorities, $127,192. Inspection and quarantine : For inspection and quarantine work, including all necessary expenses for the eradication of scabies in sheep and cattle and dourine in horses, the inspection of southern c attle, the s upervi sion o f the transp ortati on of livest ock, a nd the inspection of vessels, the execution of the twenty-eight-hour law, the i nspect ion an d quar antine of im ported anima ls, in cludin g the estab- lishment and maintenance of quarantine stations and repairs, altera- 405 Provisos .
