75T H CONGRESS, 1ST SESSION-CH . 404 JUNE 29, 1937 the payment of claims growing out of past and future purchases and des tructi on, in coope ration with the Sta tes, o f anim als af fected by or exposed to, or of materials contaminated by or exposed to, any such disease, wherever found and irrespective of ownership, under like or substantially similar circumstances, when such owner has complied with all lawful quarantine regulations : Prov ided , That the payment for animals hereafter purchased may be made on appraisement based on the meat, dairy, or breeding value, but in case of appraisement based on breeding value no appraisement of any animal shall exceed three times its meat or dairy value, and, excep t in case of a n ext raord inar y eme rgenc y, to be deter mined by the Secretary of Agriculture, the payment by the United States Gov- ernment for any animals shall not exceed one-half of any such appraisements : Pro vide d fu rthe r, Th at the sum of $5,000 of the unexpended balance of the appropriation of $3,500,000 contained in the Second Deficiency Appropriation Act, fiscal year 1924, approved December 5, 1924, for the eradication of the foot-and-mouth disease and other contagious or infectious diseases of animals, is hereby made available during the fiscal year 1938 to enable the Secretary of Agri- culture to control and eradicate the European fowl pest and similar diseases in poultry . Total, Bureau of Animal Industry, $10,373,098, of which amount not to exceed $825,451 may be expended for departmental personal services in the District of Columbia, and not to exceed $71,455 shall be available for the purchase of motor-propelled and horse-drawn passenger-carrying vehicles necessary in the conduct of field work outside the District of Columbia . BUREAU OF DAIRY INDUSTRY SAL ARIE S AND F X PENSES For carrying out the provisions of the Act approved May 29, 1924 (U . S . C ., title 7, sees . 401-404), establishing a Bureau of Dairy- ing, for salaries in the city of Washington and elsewhere, and for all other necessary expenses, as follows General administrative expenses : For necessary expenses for gen- eral administrative purposes, including the salary of the Chief of Bureau and other personal services in the District of Columbia, $70,495 . Dairy investigations : For conducting investigations, experiments, and demonstrations in dairy industry, cooperative investigations of the dairy industry in the various States, and inspection of renovated- butter factories, including repairs to buildings, not to exceed $5,000 for th e cons tructi on of buildi ngs, $ 633,199 . Total, Bureau of Dairy Industry, $703,694, of which amount not to exceed $313,020 may be expended for personal services in the District of Columbia.
