Total, Forest Service, $18,892,182, of which amount not to exceed $61,187 shall be available for the purchase of motor-propelled and horse-drawn passenger-carrying vehicles necessary in the conduct of field w ork ou tside the Di strict of Co lumbia, and i n addi tion t hereto there is authorized for expenditure from funds provided for carry- ing out 'the provisions of th e Federal Highway Act of November 9, 1921 (U. S. C., title 23, sees. 21, 23), not to exceed $7,803 for the purchase of motor-propelled passenger-carrying vehicles for use by the Forest Service in the construction and maintenance of national- forest roads . BUREAU OF CHEMISTRY AND SO ILS SALARIES AND EXPENSES For all necessary expenses connected with the investigations, exper- iment s, an d dem onst ratio ns he rein after auth orize d, i ndepe ndent ly or in cooperation with other branches of the Department of Agri- culture, other departments or agencies of the Federal Government, States, State agricultural experiment stations, universities and other State agencies and institutions, counties, municipalities, business or ot her or ganiza tions and co rporat ions, individ uals, associ ations , and scientific societies, including the employment of necessary persons and means in the city of Washington and elsewhere ; rent outside the Dis trict of Col umbia, and o ther n ecessa ry supp lies a nd exp enses, and for erection, alteration, and repair of buildings outside the District of Columbia at a total cost not to exceed $5,000, as follows General administrative expenses : For necessary expenses for gen- eral administrative purposes, including the salary of Chief of Bureau and other personal services in the District of Columbia, $90,241 . Agricultural chemical investigations : For conducting the investi- gations contemplated by the Act of May 15, 1862 (U . S . C ., title 5, sets . 511, 512), relating to the application of chemistry to agricul- ture ; for the biological, chemical, physical, microscopical, and tech- nological investigation of foods, feeds, drugs, plant and animal prod- ucts, and substances used in the manufacture thereof ; for investiga- tions of the physiological effects and for the pharmacological testing of such products and of insecticides ; for the investigation and devel- opment of methods for the manufacture of sugars, sugar sirups and starches and the utilization of new agricultural materials for such pur poses ; for the t echnol ogical inves tigati on of t he uti lizati on of fruits and vegetables and for frozen pack investigations ; for the investigation of chemicals for the control of noxious weeds and plants ; and to cooperate with associations and scientific societies in the development of methods of analysis, $360,260 . Industrial utilization of farm products and byproducts : For the investigation, development, experimental demonstration and appli- cation of methods for the industrial utilization of agricultural prod- ucts, waste, and byproducts, and products made therefrom, except as otherwise provided for in this Act, by the application of chemical, physical, and technological methods, including the changes produced by micro-organisms such as yeasts, bacteria, molds, and fungi
