75Ta CONGRESS, 1ST SESSIO N-CH . 404-JUNE 29, 1937 Migratory bird conservation fund : For carrying into effect the provisions of section 4 of the Act entitled "An Act to supplement and support the Migratory Bird Conservation Act by providing funds for the acquisition of areas for use as migratory-bird sanctu- aries, refuges, and breeding grounds, for developing and adminis- tering such areas, for the protection of certain migratory birds, for the enforceme nt of the Migratory Bird Treaty Act and regulations thereunder, and for other purposes", approved March 16, 1934 (U . S . C ., title 16, sets . 718-718h), as amended by an Act entitled "An Act to amend the Migratory Bird Hunting Stamp Act of March 16, 1934, and certain other Acts relating to game and other wildlife, administered by the Department of Agriculture, and for other pur- poses", approved June 15, 1935 (U . S . C ., Supp . II, title 16, sees . 718a-718e), an amount equal to the sum received during the fiscal year 1938 from the proceeds from the sale of stamps, to be warranted monthly ; and in addition thereto an amount equal to the unobligated balance on June 30, 1937, of the total of the proceeds received from the sale of stamps prior to July 1, 1937 : Provided, That the sum of $125,000 shall be advanced from the general fund of the Treasury on the first day of the fiscal year to the foregoing appropriation, to be returned to the surplus fund of the Treasury when the first $125,000 of revenue from the sale of stamps has been received and warranted for the fiscal year 1938 . Total, Bureau of Biological Survey, $2,127,840, of which amount not to exceed $547,070 may be expended for personal services in the Distri ct of Colu mbia, and n ot to exce ed $4 8,785, shal l be avail able for the purchase of motor-propelled passenger-carrying vehicles neces- sary in the conduct of field work outside the District of Columbia Provided, That the appropriation of $6,000,000 contained in title VII of the Act of June 15, 1935 (U. S. C., Supp. II, title 16, sec. 715k-1), s hall be ava ilabl e for the mainte nance , rep air, and o perati on of moto r- propelled passenger-carrying vehicles, and not to exceed $4,200 thereof may b e expended for the purchase of such vehicles, which said sum shall be immediately available for such purpose . BUREAU OF PUBLIC RO ADS For necessary expenses of the Bureau of Public Roads, including salaries and the employment of labor in the city of Washington and elsewhere, supplies, office and laboratory fixtures and apparatus traveling, and other necessary expenses ; for conducting research and investigational studies, either independently or in cooperation with State highway departments, or other agencies, including studies of h ighw ay ad mini stra tion, leg isla tion, fin ance , eco nomi cs, trans port , construction, operation, maintenance, utilization, and safety, and of street and highway traffic control ; investigations and experiments in the best methods of road making, especially by the use of local mate- rials ; studies of types of mechanical plants and appliances used for road building and maintenance and of methods of road repair and maintenance suited to the needs of different localities ; and mainte- nance and repairs of experimental highways, including the purchase of materials and equipment ; for furnishing expert advice on these subjects ; for collating, reporting, and illustrating the results of same ; and for preparing, publishing, and distributing bulletins and reports ; to be paid from any moneys available from the administrative funds provided under the Act of July 11, 1916 (39 Stat ., pp . 355-359), as amended, or as otherwise provided . 421 Migratory bird con . servation fund . 48 Stat .481 . 16U.S.C .°718. 49 Stat . 378. 16 U.S. C., Supp. 11, °°718a-718e .
