Federal-aid second- ary or feeder roads . 49 Stat. 1521. 75T H CONGRESS, 1ST SESSION-CH . 404-JUNE 29, 1937 FEDE RAL-AID HIGHWAY SYSTEM For carrying out the provisions of the Act entitled "An Act to provi de that th e United S tates shal l aid the States in the constr uc- tion o f rural po st roads, and for oth er purpose s", approv ed July 11 , 1916 (39 Stat ., pp. 355-359), and all Acts amendatory thereof and supplementary thereto, to be expended in accordance with the pro- visions of said Act, as amended, including not to exceed $556,000 for departmental personal services in the District of Columbia, $150 ,000,00 0, to b e immed iately availab le and to rema in ava ilable until expended, which sum is composed of $25,000,000, the remainder of the sum of $125,000,000 authorized to be appropriated for the fiscal year 1936, by section 4 of the Act approved June 18, 1934 (48 Stat., p. 994), and $125,000,000 authorized to be appropriated for the fiscal year 1937 by said section 4 : Provided, That none of the money herein appropriated shall be paid to any State on account of any project o n which co nvict labor shall be employed, except thi s provision shall not apply to convict labor performed by convicts on parole or probation : Provided further, That not to exceed $45,000 of the funds pro vided for carrying ou t the prov isions of the Federa l Highway Act of November 9, 1921 (U . S . C ., title 23, sees . 21 and 23), shall be available for the purchase of motor-propelled passen- ger-carrying vehicles necessary for carrying out the provisions of said Act, including the replacement of not to exceed one such vehicle for use in the administrative work of the Bureau of Public Roads in the District of Columbia : Prov ided fu rther, That, during the fiscal year 1938, whenever performing authorized engineering or other services in connection with the survey, construction, and main- tenance, or improvement of roads for other Government agencies the charg e for such services m ay include depreciat ion on eng ineering and road- buildi ng eq uipme nt us ed, an d the amou nts r eceiv ed on account of such charges shall be credited to the appropriation con- cerned : Provided further, That during the fiscal .year 1938 the appro- priations for the w ork of the Bureau of Public Roa ds shall b e avail- able for meeting the expenses of warehouse maintenance and the procurement, care, and handling of supplies, materials, and equip- ment stored therein for distribution to projects under the supervision of the Bureau of Public Roads, and for sale and distribution to other Gov ernment ac tivities, t he cost of such supp lies and m aterials or the va lue of suc h equipment (includin g the cost of transp ortation and handling) to be reimbursed to appropriations current at the time addi tional sup plies, mate rials, or equipment are procur ed, from the appropriation chargeable with the cost or value of such supplies, materials, or equipment : Provided further, That not to exceed $450,000 from the administrative funds authorized by the Act approved November 9, 1921, and Acts amendatory thereof or supple- mental thereto, in addition to the amount remaining available under the authorizations contained in the Agricultural Appropriation Acts approved May 27, 1930, May 17, 1935, and June 4, 1936, shall be available, in the total amount of $1,360,000, for the construction (including the cost of a site already acquired) of a laboratory for permanent quarters for the testing and research work of the Bureau of Public Roads . FEDER AL-AID S ECONDAR Y OR FEE DER ROA DS For secondary or feeder roads, including farm-to-market roads, rural free delivery mail roads, and public-school bus routes, $5,000,- 000, to remain available until expended, which sum is part of the $25,000,000 authorized to be appropriated for the fiscal year 1938 by section 7 of the Act approved June 16, 1936 (49 Stat ., p . 1521) .
