Soil and moisture conservation operations, demonstrations, and information : For carrying out preventive measures to conserve soil and moisture ; including such special measures as may be necessary to pr event flood s and the s iltation of reservoirs, the establ ishment and ope ratio n of erosio n nur serie s, the maki ng of conse rvati on pla ns an d surveys, the dissemination of information, and other necessary expenses, $22,175,000 . Total, Soil Conservation Service, $24,390,780, of which not to exceed $1,780,000 may be expended for personal services in the Dis- trict o f Columbia, and not to exceed $10 0,000 shall be availab le for the purchase of motor-propelled and horse-drawn passenger-carrying vehicles necessary in the conduct of field work outside the District of Columbia and not to exceed $850 for the purchase of one passenger- carrying vehicle for use in the District of Columbia . CONSERVATIO N AND USE OF AG RICULTURAL LAN D RESOURCES, DEPARTMENT OF AGRICULTURE To enable the Secretary of Agriculture to carry into effect the pro- visions of sections 7 to 17, inclusive, of the Soil Conservation and Domestic Allotment Act, approved February 29, 1936 (U. S. C., Supp . II, title 16, sees . 590g-590q), including the employment of per- sonal services and rent in the District of Columbia and elsewhere ; printing and binding ; purchase of law books, books of reference, periodicals, and newspapers ; and other necessary expenses, $340,- 000,000, together with not to exceed $110,000,000 of the funds made available for the fiscal years 1937 and 1938 by section 32 of the Act entitled "An Act to amend the Agricultural Adjustment Act, and for other purposes", approved August 24, 1935 (U. S. C., Supp . II, title 7, sec . 612c) : Pr ovid ed, That the unobligated funds made avai lable for the fisca l year 1937 be first trans- ferred, and not to exceed $50,000,000 of the u nexpe nded bal- ance of the appropriation of $100,000,000 provided under section 12 (a), title I, of the Agricultural Adjustment Act of May 12, 1933 (U. S. C., Supp: II, title 7, sec. 612), in all, not to exceed $500,- 000,000, to remain available until June 30, 1939, for com pli ance s under said Act of February 29, 1936, pursuant to the provisions of the 1937 programs carried out during the period November 1, 1936, to December 31, 1937, inclusive : Pr ovi ded, That no p art o f suc h amount shall be available after June 30, 1938, for salaries and other administrative expenses except for payment of obligations therefor incurred prior to July 1, 1938 : Provided further, That such amount shall be a vailab le fo r sala ries and o ther a dmini strat ive ex pense s in connection with the formulation and administration of the 1938 programs or plans now or hereafter authorized under section 7 or 8, or both, of said Act : Provided further, That the Secretar y of Agriculture may, in his discretion, from time to time transfer to the General Accounting Office such sums as may be necessary to pay administrative expenses of the General Accounting Of fi ce in audit ing payments under this item : Provided further, That such amount shall be available for the purchase of seeds, fertilizers, or any other farm- ing m ateri als an d mak ing gr ants there of to agric ultur al pro ducer s to
