Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the President is hereby authorized to allocate funds to the United States Public Health Service for health and sanitation activities in the areas recently stricken by floods from the appropriation made in the Emergency Relief Appropriation Act of 19 36, as supplemented by the appro- priation for relief and work relief in the First Deficiency Appropria- tion Act, fiscal year 1937, for the following purposes : (1) Grants to States for the purpose of aiding such States, or any county, health district ., or other political subdivision thereof, in establishing and maintaining adequate public health services in the prevention and control of diseases in the areas recently stricken by floods, under regulations prescribed by the Surgeon &eneral of the United States Public Health Service ; (2) the employment of personnel in the city of W ashingt on and elsewhe re, wit hout re gard to the ci vil-se rvice laws and regulatio ns and the Classific ation Act of 1923, as am e nd e d, to replace commissioned officers and other employees of such Public Health S ervice det ailed to s uch areas ; (3) reimbursement of appro- priation s of such Service fo r expendit ures made from such appropria- tions for emergency work in such areas ; and (4) the pur chase o f supplies and equipment to replace articles furnished from stock on hand for the care, support, and maintenance of flood refugees and in rendering assistance to health authorities . The allocations made by authority of this joint resolution shall not be exclusive but shall 'be in addition to those which otherwise may be made under the provisions of such Emergency Relief Appro priatio n Act o f 1936, as sup plement ed . F] Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the time for completing the construction of the bridge authorized by Act of Con- gress approved August 24, 1912, to be built by the Pennsylvania Railroad Company and the Pennsylvania and Newark Railroad Com- pany acr oss the De laware Riv er near th e city of Trenton, N ew Jersey, which has heretofore been extended by Congress to August 24, 1937, is hereby extended for a further period of three years from the last- named date : Provided, That it shall not be lawful to complete or comme nce the comple tion of said b ridge u ntil pl ans the reof sh all again be submitted to and approved by the Chief of Engineers and by the Secretary of War .
