AN ACT [H. R. 77261 Making appropriations for the first half of the month of July 1937, for certain (Public, No . 177] operations of the Federal Government which remain unprovided for on July 1, 1937, through the failure of enactment of the supply bills customarily pro- viding for such operations . Be it enacted by the Senate and House o f Representatives o f the Uni ted St ates o f Amer ica in Congr ess as semble d, That for defraying duri ng the first half of the month of Ju ly 193 7 all expens es of the necessary operations of the Federal Government, which, on July 1, 1937, remain unprovided with appropriations through the failure of enactment on or before such date of the supply bills customarily providing for such operations, there are hereby extended for and during such period all appropriations available for obligation for such expenses during the fiscal year ending June 30, 1937, in the same deta il and under the s ame co nditio ns, re strict ions, and li mitati ons as such appropriations were provided for on account of such fiscal year. SEC. 2. To make effective the appropriations extended by section 1, there are hereby appropriated, out of any money in the Treasury not otherwise appropriated, and out of certain revenues, receipts, and funds, respectively, as such appropriations available for the fiscal year ending June 30, 1937, were appropriated, such sums as may be necessary for such first half of the month of July 1937 . SEC. 3 . No greater amount shall be expended out of any appropria- tion provid ed by this A ct tha n an a mount equal to one twent y-four th of the appropriation available for like purposes' for the fiscal year ending June 30, 1937 . Extension of Ap- propriations Act, 1938 . Appropriations for last fiscal year for cer- tain unprovided for operations extended ., Post, p. 514 . A ppropri ation of necessary sums for first half o f July 1937 . Proportionate amounts only to he expended . while engaged upon such work ; nor shall any part of the appro- priations made in this Act be available to pay any premiums or bonus or cash reward to any employee in addition to his regular wages, except for suggestions resulting in improvements or economy in the operation of any Government plant . SEC . 2 . No part of any money appropriated by this Act shall be used for maintaining, driving, or operating any Government-owned motor-propelled passenger-carrying vehicle assigned for the exclu- sive use of persons other than the Secretary of War and medical offi- cers on out- patient medical service . SEC . 3 . No part of any appropriation made by this Act shall be used in any way to pay any expense in connection with the conduct, operation, or management of any post exchange, branch exchange, or subexchange within any State, Territory, or the District of Colum- bia, save and except for real assistance and convenience to military personnel and civilians employed or serving at military posts and to reti red en listed naval perso nnel i n supp lying them w ith ar ticles of small personal needs, not similiar to those furnished by the Govern- ment : Provided, That the commanding officer of the post at which any such exchange is situated shall certify on the monthly report of the post exchange council that such exchange was, during the period covered by such report, operated in compliance with this section : Provided further, That at posts isolated from a convenient market the Secretary of War may broaden the nature of the articles to be sold.
