SEC . 9 . That section 43 of title 7 of the Canal Zone Code is amended to read as follows "43 . PUBLIC DEFENDER :The Governor of the Panama Canal shall appoint a duly qualified member of the bar of the Canal Zone as a public defender, whose duty it shall be to represent, in the district court, any person charged with the commission of a crime within the original jurisdiction of that court who is unable to employ counsel for his defense . The public defender shall receive such compensation, and such of the privileges of a Canal employee, as shall be fixed and granted by the President or by his authority ." SEC . 10 . That section 222 of title 2 of the Canal Zone Code is hereby amended to read as follows : "222 . CARRIAGE BY PANAMA RAILROAD COMPANY Or MARINE AND FIRE INSURANCE .--The Panama Railroad Company shall carry no insur- ance to cover marine or fire losses : Provided, That this section shall not prohibit the company from carrying insurance to cover shipments of its own funds and securities ." Whereas the treaty of November 18, 1903, between the United States and the Republic of Panama vested in the Government of the United States certain reversionary rights and interests in the lands sit uated o n Manz anillo Island, Republ ic of P anama, which l ands are held by the Panama Railroad Company ; and Whereas certain of the said lands are no longer needed for the purposes of the United States : Therefore be it Re solv ed by the Sena te and Hou se of R epre sen tati ves of the Uni ted States o f Americ a in Congress as sembled, That the Panam a Rail road Company be, and is hereby, authorized to sell, and convey in whole or in part, at public o r private sale, at not less than the a ppraised value to be fixed as hereinafter provided, all of its right, title, and interest in and to the lands situated within that portion of Manzanillo Island, Republic of Panama, lying within the area bounded by a line described as follow s Beg inning at the point where t he Cana l Zone- Republi c of Pa nama (city of Colon) boundary line intersects the western shore line of the arm of Manzanillo Bay known as "Boca Chica" or "Folks River"
