SEo. 2. The Secretary of War shall designate a board of three appra isers, wh o shall appraise the val ue of ea ch tract or lot w ithin the said area separately, and file the same with the president of the Panama Railroad Company . From time to time, at intervals of not less than one year, the Secretary of War, if deemed advisable by him, may, through a similar board, order a reappraisement of the unsold tracts . The Panama Railroad Company is al so authorized, with the approval of the President of the United States to convey in whole or in part all its right, title, and interest in and to the said lands, in exchange for a grant by the Republic of Panama to the United States o f all th e rights , power, and auth ority wi thin var ious other areas situated on Manzanillo Island which the United States would possess a nd exerc ise if i t were t he sovere ign of t he terri tory included within the said areas, to the entire exclusion of the exercise by the Republic of Panama of any such sovereign rights, power, or aut hority . SEC . 4 . Any conveyance of any lot or tract by the Panama Rail- road Company, as aforesaid, shall be deemed to release any and all reversionary rights of the United States in said property . SEC . 5. The Panama Railroad Company shall, on or before August 16, 1966, deposit the net proceeds from sales of the land in question in the Treasury of the United S tates to the cred it of "M iscellan eous receipts ." AN ACT [H. R.2901] To extend the benefits of the Civil Service Retirement Act of May 29, 1930, as amende d, to cer tain emp loyees in the leg islative and judi cial bran ches of the Government . Be it enacted by the Senate and House o f Representatives o f the United States o America in Congress assembled, That the Act of May 29, 1930 (46 Stat . 468), for the retirement of employees in the classified civil serv ice and in certain positions in the legislative branch of the Government, is hereby amended to include all other employees in the legislative branch and all officers and employees of any of the courts of the United States who are not entitled to the benefits of any other retirement Act whose tenure of employment is not intermittent nor of uncertain duration . cable eina pe li-
