Be it enacted by the Senate and House o f Representatives o f the Un ited Sta tes of America in Congress assembled, That section 1of the Act entitled "An Act authorizing the erection of a memorial to those who met their death in the wreck of the dirigible Shenan- doah", approved May 22, 1936, is hereby amended to read as follows "That the Secretary of the Treasury be, and he is hereby, authorized and directed to erect in or near Ava, Ohio, a suitable tablet or marker to commemorate the heroic services rendered by Commander Landsdowne and other members of the crew who died when the Navy dirigible Shenandoah was destroyed ." Co ngress a ssembled, That section 1 of the Act of Congress approved June 6, 1924, entitled "An Act for the protection of the fisheries of Alaska, and for other purposes" (43 Stat . 464), as amended by the Act of Congress approved June 18, 1926 (44 Stat . 752), is further amended by striking the period after the words "Alaskan Territorial waters", where they occur at the end of the second proviso, and inserting a.colon in lieu thereof and after the colon the following : "Provided further, That the Secretary of Commerce, in his discretion, and upon such terms and conditions as he may deem fair and reasonable, is hereby authorized to lease bot- toms in Alaskan Territorial waters for bona fide oyster cultivation for commercial purposes ." (CHAPTER 55 7] AN ACT To autho rize the c onstr uctio n of a Fed eral recla matio n pro ject to fu rnish a wa ter supply for the lands of the Arch Hurley Conservancy District in New Mexico . Be it enacted by the Senate and Ho wte of Representatives of the United States o f America in Congress assembled, That the Secretary of the In terior is he reby a uthori zed to constr uct a Federa l recl ama- tion project for the irrigation of the lands of the Arch Hurley Con- servancy District in New Mexico under the Federal reclamation laws : Provided, That construction work is not to be initiated on said irrigation project until (a) the project shall have been found to be feasible under subsection B of section 4 of the Act of December 5, 1924 (43 Stat. 702), and (b) a contract shall have been executed wit h an i rrigat ion or conse rvatio n dist rict em bracin g the land t o be irr igated under said projec t, whi ch con tract s hall o bligat e the con- tracting district to repay the cost of construction of said project in forty equal annual installments, without interest : (c) cont racts sha ll have been made with each owner of more than one hundred and sixty ir rigabl e acre s unde r said proje ct, by which he, hi s succ essors , and as signs sha ll be obl igated to sell all of his land in e xcess of one hun- dr ed and si xty irrig able acre s at or b elow pri ces fixed by the S ecretary of the Interior and within the time to be fixed by said Secretary, no 557 August 2, 1937 [n.
