75T x CONGRESS, 1ST SESSION-CH . 570-AUGUST 9, 19 37 ments, establishments, or institutions of the United States in the District of Columbia, $250,400, of which amount not to exceed $29,400 may be expended for personal services in the District of Columbia ; Mineral mining investigations : For inquiries and scientific and technologic investigations concerning the mining, preparation, treat- ment, and utilization of ores and mineral substances, other than fuels, with a view to improving health conditions and increasing safety, efficiency, economic development, and conserving resources through the prevention of waste in the mining, quarrying, metal- lurgical, and other mineral industries ; to inquire into the economic conditions affecting these industries ; and including all equipment, supplies, expenses of travel and subsistence, and the purchase, not to exceed $12 .000, including exchange, operation, maintenance, and repair of motor-propelled passenger-carrying vehicles for official use in field work, including not to exceed $24,700 for personal services in the District of Columbia, $270,860 : Provided, That no part of thi s appropriati on may be exp ended for an i nvestigation in behalf of any private party ; Oil and gas investigations : For inquiries and investigations and dissemination of information concerning the mining, preparation, treatment, and utilization of petroleum and natural gas, including economic conditions affecting the industry, with a view to economic development and conserving resources through the prevention of waste ; for the purchase of newspapers relating to the oil, gas, and allied industries : Provided, That section 192 of the Revised Statutes (U . S . C ., title 5, sec . 102) shall not apply to such purchase of news- papers from this appropriation ; and for every other expense inci- dent thereto, including supplies, equipment, expenses of travel and subsistence, purchase, not to exceed $6,000, exchange as part pa y- ment for, maintenance, and operation of motor-propelled passenger- ca rrying vehicl es for offici al use in fiel d work , purch ase of labora tory gloves, goggles, rubber boots, and aprons, $253,000, of which amount not to exceed $22,600 may be expended for personal services in the District of Columbia ; Min ing ex perime nt sta tions : For the employment of personal services, purchase of laboratory gloves, goggles, rubber boots and aprons, the purchase not to exceed $3,000, exchange as part payment for, maintenance and operation of motor-propelled passenger-carry- ing vehicles for official use in field work, and all other expenses in connection with the establishment, maintenance, and operation of mining experiment stations, as provided in the Act authorizing addi- tional mining experiment . stations, approved March 3, 1915 (U . S .
