Perso ns emp loyed during the f iscal year 19 38 in field work o utside of the District of Columbia under the Bureau of Mines may be detailed temporarily for service in the District of Columbia for pu rpose s of prep aring resu lts of th eir f ield work ; all pe rsons so detailed shall be paid in addition to their regular compensation only tr aveli ng e xpens es in goin g to and retur ning ther efrom : Provided, That nothi herein shall prevent the payment to employees of the Bureau of Mines of their necessary expenses, or per diem in lieu of subsistence, while on temporary detail in the District of Columbia for purpo ses on ly of consul tation or in vestiga tions on beh alf of the United States . All details made hereinunder, and the purposes of each, during the preceding fiscal year shall be reported in the annual estimates of appropriations to Congress at the beginning of each regular session thereof ; The Secretary of the Treasury may detail medical officers of the Public Health Service for cooperative health, safety, or sanitation work with the Bureau of Mines, and the compensation and expenses of the officers so detailed may be paid from the applicable appro- priations made herein for the Bureau of Mines ; Appropriations for the fiscal year 1938 available for expenses of travel of officers and employees of the Bureau of Mines shall be available for expenses of travel performed by them on transfer from one official station to another when authorized by the Secretary of the Interior, and for the expenses incurred in packing, crating, dray- age, and transportation of household effects and other personal prop- ert y of e mploye es so transf erred, under regula tions to be prescr ibed by the Secretary of the Interior ; Total, Bureau of Mines, $2,222,450 . NATIONAL PARK SERVICE Salaries : For the Director of the National Park Service and other personal services in the District of Columbia, including accounting services in checking and verifying the accounts and records of the various operators, licensees, and permittees conducting utilities and other enterprises within the national parks and monuments, and in cludin g the servic es of specia lists and exp erts f or inv estiga tions and examinations of lands to determine their suitability for national park and national monument purposes and members of the commis- sion appointed under the provisions of the Act of February 21, 1925 (43 Stat., p . 959) : Provided, That such specialists and experts may be employed for temporary service at rates to be fixed by the Secre- tary of the Interior to correspond to those established by the Classi- fi cation Act o f 1923 , as a mended , and without refer ence t o the Civil Service Act, of January 16, 1883, $196,940, of which amount not to exceed $23,680 may be expended for the services of field employees engaged in examination of lands and in developing the educational work of the National Park Service .
