AN ACT [H. R. 6696] To amend an Act entitled "An Act to regulate the practice of the healing art to [Public, No . 254] protect the public health in the District of Columbia", known as the "Healing Arts Practi ce Act, Di strict of Columbia, 1928", app roved Febr uary 27, 1 929 . Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Act of Congress entitled "An Act to regulate the practice of the healing art to protect the public health in the District of Columbia", known as the "Healing Arts Practice Act, District of Columbia, 1928", approved February 27, 1929, be amended by striking from the first paragraph of section 24 thereof the sentence reading as follows "After five years after the approval of this Act the commission shall issue no licen se to pra ctice the healing art in t he Distri ct of Col umbia on the basis of a license to practice medicine and surgery or to prac- tice midwifery, in the District of Columb ia, in f orce on t he date o f its approval ." Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That the Secretary of War be, and he is hereby, auth orized to con vey by quitc laim d eeds the tracts of real estate now owned by the United States hereafter described, and in exchange therefor to acquire the title to the tracts hereafter described, or rights pertaining thereto or interests therein, for the purposes named (a) A strip of land comprising part of the Quartermaster Depot Military Reservation at Jeffersonville, Indiana, lying along the right- of- way of the L ouisvi lle an d Jeff ersonv ille Br idge a nd Rai lroad Com- pany as part of the consideration for land now owned by said rail- road company lying adjacent to the main section of said depot . (b) To enter into and execute an agreement or agreements with the owners or claimants of adjoining land to fix and establish a loca- tion for the western boundary line of that part of the Plattsburg Barracks Military Reservation, New York, acquired from Pliny Moore, and others, by deed dated December 30, 1814, and he may, if he deems it adv isable, give to or recei ve from such owners or cl aim- ants appropriate releases, by way of quitclaim deeds or otherwise . SEC . 2 . That in conveying property of the United States under authority contained in this Act, the Secretary of War shall deter- mine that the exchange is to the best interest of the Government . Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled That the Comp- troller General of the United States be, and he is hereby, authorized and directed to allow credit in the accounts of disbursing officers for all otherwise proper payments heretofore made by them as fees and expen ses in cident to th e crea tion o r organ izatio n of s ubsist ence homesteads corporations sponsored by the Secretary of the Interior pursuant to Executive Order Numbered 6209 of July 21, 1933 .
