SEC. 2 . That any project heretofore authori zed by any Act of Congress, insofar as such project relates to the above described por- tion of Burr Creek in the city of Bridgeport, Connecticut, be, and the same is hereby, abandoned . SEC. 3 . The right to alter, amend, or repeal this Act is hereby expres sly re served . Be it ena cted by the Senate and House of Representatives of the United States o f America in Congress assembled, That in order to facilit ate in tersta te com merce, impro ve the postal servi ce, an d pro- vide for military and other purposes, the State Roads Commission of the State of Mar yland be, an d is h ereby, author ized t o cons truct, maintain, and operate a free highway bridge and approaches thereto across Cambridge Creek, at a point suitable to the interests of navi- gation, in Cambridge, in Dorchester County, Maryland, in accord- ance wi th the provi sions of the Act e ntitled "An A ct to regula te the construction of bridges over navigable waters", approved March 23, 1906, and subject to the conditions and limitations contained in this Act . SEC. 2. There is hereby conferred upon the State Roads Commis- sion of the State of Maryland all such rights and powers to enter upon lands and to acquire, condemn, occupy, possess, and use real estate and ot her pr operty neede d for the loc ation, const ructio n, op- eration, and maintenance of such bridge and its approaches as are possessed by railroad corporations for railroad purposes or by bridge corporations for bridge purposes in the State in which real estate or other property is situated, upon making just compensation there- for, to be as certai ned an d paid accor ding to the l aws of such State, and the proceedings therefor shall be the same as in the condemna- tion or expro priati on of proper ty for public purpo ses in such State .
