SEC . 6 . The Commission is authorized to make any expenditures thor pe d nditures au- or allotments deemed necessary by it to fulfill properly the purposes of this joint resolution . The Commission is further authorized to Rental of space . rent such space as it may deem adequate to carry out effectively the provisions of this joint resolution ; and to provide for the decora- tion of buildings or structures, for the proper maintenance of build- ings or structures, site, and grounds occupied by the United States during the period of the exposition .
