C ., title 39, sec . 101), is amended by adding thereto a new paragraph to read as follows 11 'Whenever any substitute laborer, watchman, or messenger is appointed to a permanent position as laborer, watchman, or messen- ger, the substitute service performed by such laborer, watchman, or messenger shall be computed in determining the eligibility of such person for pro motion to gra de 2 on the b asis of three hundred and six days of eight hours constituting a year's service . Effective at the beginning of the first quarter following approval of this Act, all labore rs, wa tchmen , and messe ngers who ha ve no t prog ressed to grade 2 shall be promoted to that grade, provided they have the necessary credit of three hundred and six days of eight hours each constituting a y ear's service . That in determining the number of employees at a classified station credit shall be allowed for service performed by regular employees, substitute employees other than those serving in lieu of regular employees absent from duty for any cause and temporary employees assigned to the station, and for each two thousand four hundred and forty-eight hours of service performed by such employees the station superintendent shall be allowed credit for one employee .
