Resolved by the Senate andHouse of Representatives of the United States of America in Congress assembled, That the President is hereby authorized and requested to invite foreign governments to participate in the Third International Congress for Microbiology to be held in New York, New York, September 2 to 9, inclusive, 1939, under the auspices of the International Association of Micro- biologists.
