REPLACEMENT OF NAVAL VESSELS Construction and machinery: On account of hulls and outfits of vessels and machinery of vessels heretofore authorized (and appro- priated for in part), and for the commencement of the following vessels authorized by the Act approved March 27, 1934 (48 Stat. 503-505), two battleships, two cruisers of subcategory (b), eight destroyers and six submarines, and for the commencement of the following vessels authorized by the Act approved July 30, 1937 (50 Stat. 544-545), one minesweeper, one submarine tender, one fleet tug, and one oiler, $117,363,150, to remain available until expended: Provided, That the sum to be paid out of the amount available for expenditure under the head of "Construction and machinery" for the fiscal year 1939 for employees in the field service assigned to group IV (b) and those performing similar services carried under native and alien schedules in the Schedule of Wages for Civil Employees in the Field Service of the Navy Department shall not exceed 5 per centum of the aggregate amount available under this heading on July 1, 1938: Provided further, That, of the appropria- tions made available by this Act under the head of "Replacement of naval vessels", there shall be available such sums as the Secretary of the Navy may from time to time determine to be necessary for the engagement of technical services, and the employment of per- sonnel in the Navy Department and in the field, the purchase of plans, drafting and other supplies, and the expenses of printing and travel, in addition to those otherwise provided for, owing to the construction of vessels which have been or may hereafter be authorized. Armor, armament, and ammunition: Toward the armor, arma- ment, and ammunition for vessels hereinbefore described under the head of "Construction and machinery", $20,700,000, to remain avail- able until expended: Provided, That not to exceed $200,000 of the aggregate amount available under this heading on July 1, 1938, shall be available for the replacement of machinery and tools at the Naval Torpedo Station, Newport, Rhode Island: Provided further, That the sum to be paid out of the amount available for expenditure under this head for the fiscal year 1939 for employees in the field service assigned to group IV (b) and those performing similar services carried under native and alien schedules in the Schedule of Wages for Civil Employees in the Field Service of the Navy Department shall not exceed 5 per centum of the aggregate amount available under this heading on July 1, 1938. 242 PUBLIC LAWS--CH. 175 --APR. 26, 1938 [52 STAT.
