S. C. 31-44), in accordance with the provisions of the Act entitled "An Act to extend the provisions of certain laws relating to vocational education and civilian rehabili- tation to Puerto Rico", approved March 3, 1931 (29 U. S. C . 45a), $15,000. Not to exceed an aggregate of $3,000 of appropriations available to the Office of Education for salaries and expenses for vocational education shall be used for expenses of attendance at meetings of educational associations and other organizations which in the dis- cretion of the Commissioner of Education are necessary for the effi- cient discharge of its responsibilities. All appropriations for vocational education under the Office of Education in this Act shall be used exclusively for vocational educa- tion purposes.
