the provisions of section 3709 of the Revised Statutes, as amended, and the transportation thereof may be under such conditions and means as shall be determined by the Secretary of Agriculture to be most advantageous. In the discretion of the Secretary of Agriculture, no part of any sums appropriated to carry out the purposes of this joint reso- lution shall be expended for the control of incipient or emergency outbreaks of insect pests or plant diseases in any State until the State concerned has provided the organization or materials and supplies necessary for cooperation with the Federal Government. Indemnities forbid- "SEC. 5 .
