53 STAT.] 76TH CONG. , 1 ST SESS.-CH. 281 -JULY 15, 1939 struction in square 533 of the first unit of an extensible building for the government of the District of Columbia, and the Commissioners are authorized to enter into contract or contracts for the construction of such armory at a total cost, exclusive of furniture and equipment, not to exceed $2,750,000: Provided, That not to exceed $60,000 shall be immediately available for the preparation of plans and specifica- tions, in consultation with the Commanding General of the District of Columbia Militia, and for the employment of professional and other services without reference to the Classification Act of 1923, as amended, section 3709 of the Revised Statutes, and civil-service requirements, and for other necessary expenses, and the Procurement Division of the Treasury Department is authorized and directed to render such services in planning as the Commissioners may deem nec- essary, subject to reimbursement for such services. ANACOSTIA RIVER AND FLATS For continuing the reclamation and development of Anacostia Park, in accordance with the revised plan as set forth in Senate Docu- ment Numbered 37, Sixty-eighth Congress, first session, $65,000. IMPROVEMENT OF WASHINGTON CHANNEL Toward the payment by the District of Columbia of its proportion- ate part of the cost of improving the north side of Washington Chan- nel, District of Columbia, as set forth in the Act of Congress approved August 30, 1935, entitled "An Act authorizing the con- struction, repair, and preservation of certain public works on rivers and harbors, and for other purposes", $64,000, which sum shall be transferred to the War Department and be expended under the direc- tion of the Secretary of War and the supervision of the Chief of Engineers, and shall continue available until expended. GENERAL EXPENSES, PUBLIC PARKS General expenses: For general expenses in connection with the maintenance, care, improvement, furnishing of heat, light, and power of public parks, grounds, fountains and reservations, propagating gardens and greenhouses under the jurisdiction of the National Par Service, including the tourists' camp on its present site in East Potomac Park, and including personal services of seasonal or inter- mittent employees at per-diem rates of pay approved by the Secre- tary of the Interior, not exceeding current rates of pay for similar employment in the District of Columbia; placing and maintaining portions of the parks in condition for outdoor sports and for expenses incident to the conducting of band concerts in the parks; the hire of draft animals with or without drivers at local rates approved by said Secretary; the purchase and maintenance of draft animals, harness, and wagons; contingent expenses; city directories; communication service; carfare; traveling expenses; professional, scientific, technical, and law books; periodicals and reference books, blank books and forms; photographs; dictionaries and maps; leather and rubber articles for the protection of employees and property; the mainte- nance, repair, exchange, and operation of not to exceed two motor- propelled passenger-carrying vehicles and all necessary bicycles, Contrasts.
