53 STAT.] 76TH CONG., 1ST SESS.-CH. 281-JULY 15, 1939 age structures, retaining walls, the replacement and relocation of sewers, water mains and fire-alarm boxes and police-patrol boxes and replacement of curb-line trees, when necessary, as Federal aid high- way projects under section 1-b of the Federal Aid Highway Act of 1938 (Public, Numbered 584, Seventy-fifth Congress), $560,000: Provided, That in connection with the highway-planning survey, involving surveys, plans, engineering, and economic investigations of projects for future construction in the District of Columbia, as provided for under section 10 of the Federal Aid Highway Act of 1938, this fund shall be available to the extent authorized in said section for the employment of engineering or other professional services by contract or otherwise, and without reference to section 3709 of the Revised Statutes (41 U. S . C . 5), the Classification Act of 1923, as amended, and civil-service requirements, and for engi- neering and incidental expenses; For grading streets, alleys, and roads, including construction of necessary culverts and retaining walls, $50,000; For paving the unpaved center strips of paved roadways, $5,000; For minor changes in roadway and sidewalks on plans to be approved by the Commissioners of the District of Columbia to facili- tate vehicular and pedestrian traffic, $5,000; For construction of curbs and gutters, or concrete shoulders in connection with all forms of macadam roadways and adjustment of roadways thereto together with resurfacing and replacing of base of such roadways where necessary, $200,000; For the surfacing and resurfacing or replacement of asphalt, granite block, or concrete pavements with the same or other approved material, $350,000; For construction, maintenance, operation, and repair of bridges, $50,000; For current work of repairs to streets, avenues, roads, and alleys, including the reconditioning of existing gravel streets and roads; for cleaning snow and ice from streets, sidewalks, cross walks, and gutters in the discretion of the Commissioners; and including the purchase, exchange, maintenance, and operation of non-passenger- carrying motor vehicles used in this work, $850,000, of which amount $25,000 shall be available exclusively for snow removal: Provided, That appropriations contained in this Act for highways, sewers, city refuse, and the water department shall be available for snow removal when specifically and in writing ordered by the Commis- sioners: Providedfurther, That the Commissioners of the District of Columbia, should they deem such action to be to the advantage of the District of Columbia, are hereby authorized to purchase a municipal asphalt plant at a cost not to exceed $30,000; This appropriation shall be available for the construction and repair of pavements of street railways in accordance with the pro- visions of the Merger Act, approved January 14, 1933 (47 Stat. 752). The proportion of the amount thus expended which under the terms of the said Act is required to be paid by the street-railway company shall be collected, upon the neglect or the refusal of such street- railway company to pay, from the said street-railway company in the manner provided by section 5 of "An Act providing a permanent form of government for the District of Columbia", approved June 11, 1878, and shall be deposited to the credit of the appropriation for the fiscal year in which it is collected; For the preparation of studies, plans and surveys, estimates and investigation of foundation conditions for a grade separation struc- ture in the vicinity of Fourteenth Street and Maine Avenue south- west, including the necessary changes in outlet bridge, curbing, road- ways and walkways in streets, parks, and other public areas, street 98907 -39--T r 2---34 1035 52 Stat. 633. 23 U.
