Disease and sanitation investigations: For an additional amount for carrying out the purposes of section 603 of the Social Security Act and section 1 of the Act of August 14, 1912, including the same objects and subject to the same limitations specified under this head in the Treasury Department Appropriation Act 1940, and including the pay and allowances of not to exceed five additional regular active commissioned officers, $40,000: Provided, That the amount specified herein shall not be available for expenditure unless and until the increased authorization for grants to States for purposes of section 601 of the Social Security Act, contained in H. R. 6635, Seventy-sixth Congress, is enacted into law. National Institute of Health, maintenance: For an additional amount for maintaining the National Institute of Health, fiscal year 1940, for the purchase of furniture, furnishings, and equipment for quarters of officers and other employees, $12,000.
