APPREHENSION OF DESERTERS, AND SO FORTH For the apprehension, securing, and delivering of soldiers absent without leave and of deserters, including escaped military prisoners, and the expenses incident to their pursuit; and no greater sum than $25 for each deserter or escaped military prisoner shall, in the dis- cretion of the Secretary of War, be paid to any civil officer or citizen for such services and expenses; for a donation of $10 to prisoner dis- charged otherwise than honorably upon his release from confinement under court-martial sentence involving dishonorable discharge, $15,000. FINANCE SERVICE For compensation of clerks and other employees of the Finance Department, including not to exceed $900 for any one person for allowances for living quarters, including heat, fuel, and light, as authorized by the Act approved June 26, 1930 (5 U. S. C . 118a), $1,644,413. CLAIMS FOR DAMAGES TO AND LOSS OF PRIVATE PROPERTY For payment of claims, including claims of military and civilian personnel in and under the War Department, not exceeding $500 each in amount for damages to or loss of private property incident to the training, practice, operation, or maintenance of the Army that have accrued, or may hereafter accrue, from time to time, $8,000: Provided, That settlement of such claims shall be made by the General Account- ing Office, upon the approval and recommendation of the Secretary of War, where the amount of damages has been ascertained by the War Department, and payment thereof will be accepted by the owners of the property in full satisfaction of such damages.
