S. C . 491) and for the transmission of 2 c. t 7 official mail matter in connection with the unemployment compensa- tion administration of States receiving grants out of the funds herein appropriated; the Postmaster General is hereby authorized and directed to extend to the States receiving such grants the privilege of transmission without prepayment of postage of official mail of the class upon which the Board is hereinabove authorized to certify amounts for payment of postage.
