Construction of a Trans-Isthmian Highway: For every expendi- ture requisite for, and incident to, the construction of that portion of a Trans-Isthmian Highway between the Canal Zone boundary near Cativa and a junction with the Fort Randolph Road near France Field in accordance with article II of the convention between the United States and the Republic of Panama with regard to the construction of a Trans-Isthmian Highway between the cities of Panama and Col6n, signed March 2, 1936, and to the ratification of which the United States Senate gave its advice and consent July 25, 1939, fiscal year 1940, $325,000, to remain available until expended and to be expended under the direction of the Governor of the Panama Cana.
