The Government of Nicaragua shall furnish regularly one copy of each of the official publications included in the attached List No. 2 .' 5. Each party to the agreement shall bear the postal, railroad, steamship, and other charges arising in its own country. 6. Both parties express their willingness as far as possible to expe- dite shipments. 7. This agreement shall not be understood to modify any agree- ments concerning the exchange of official publications which may be in effect between departments or instrumentalities of the two Gov- ernments. I am accordingly pleased to advise Your Excellency that my Gov- ernment considers the foregoing agreement concluded and in effect from February 14, 1940.
