PROCLAMATIONS-SEPT. 11 , 13, 1939 Gold Star Mother's Day. Observance of Sun- day, September 24, 1939, as . the people of the United States to display the flag and to hold appro- priate meetings at their homes, churches, or other suitable places, on the last Sunday in September, as a public expression of the love, sorrow, and reverence of the people of the United States for the Ameri- can Gold Star Mothers. "Sec. 2. That the last Sunday in September shall hereafter be desig- nated and known as 'Gold Star Mother's Day', and it shall be the duty of the President to request its observance as provided for in this resolution." NOW, THEREFORE, I, FRANKLIN D. ROOSEVELT, Presi- dent of the United States of America, under and by virtue of the authority vested in me by the aforesaid public resolution, do request the observance of Sunday, September 24, 1939, as Gold Star Mother's Day, do direct the officials of the Government to have the flag of the United States displayed on all Government buildings, and do call upon the people of the United States to display the flag and to observe Gold Star Mother's Day in their homes, churches, and other suitable places as a public expression of their love and reverence for the American Gold Star Mothers. Roosevelt, President of the United States of America, do hereby proclaim and declare that an extraordinary occasion requires the Congress of the United States to convene in extra session at the Capitol in the City of Washington on Thursday, the Twenty-first day of September, 1939, at twelve o'clock, noon, of which all persons who shall at that time be entitled to act as members thereof are hereby required to take notice.
