C., Supp. Plan No. II, submitted to the Congress on May 9, 1939, I, E. K. V, § 133t (note). BURLEW Acting Secretary of the Interior, having due regard to the zones of temperature and to the distribution, abundance, economic value, breeding habits, and times and lines of migratory flight of migratory birds included in the terms of the Convention between the United States and Great Britain for the protection of migratory birds, 39Stat.1702. concluded August 16, 1916, and the Convention between the United States and the United Mexican States for the protection of migratory 50stat. 1311. birds and game mammals, concluded February 7, 1936, have deter- mined when, to what extent, and by what means it is compatible with the terms of said conventions and act to allow the hunting, taking, capture, killing, possession, sale, purchase, shipment, transportation, carriage, exportation, and importation of such birds and parts thereof and their nests and eggs, and the exportation and importation of such mammals to and from Mexico, and, in accordance with such deter- minations, do hereby adopt the following amendment of the Regula- tions relating to migratory birds and certain game mammals approved Antc, p.21. and proclaimed August 11, 1939 (4 F. R. 3621 DI), as a suitable regula- tion permitting and governing the hunting, taking, capture, killing, possession, sale, purchase, shipment, transportation, carriage, ex- portation, and importation of said migratory birds and parts, nests, and eggs thereof: Waterfowl, Wilson's The second and third paragraphs of the Subtitle "Waterfowl, sain or jacksnipe, a coot, open B ea- Wilson's snipe or jacksnipe, and coot" of Regulation 4, "Open Seasons sons, etc. Ante, p. 2618; post, on and Possession of Certain Migratory Game Birds", are amended p.20. to read as follows: In Maine, Michigan, Minnesota, Montana, New Hampshire, North Dakota, Vermont, and Wisconsin, October 1 to November 14. In California, Colorado, Connecticut, Delaware, Idaho, Illinois (except coot in certain counties as hereinafter provided for), Indiana, Iowa, Kansas, Kentucky, Massachusetts, Missouri, Nebraska, Nevada, New Jersey, New York, including Long Island, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Dakota, Utah, Washington, West Virginia, and Wyoming, October 22 to December 5.
