Gillespie, late American com- mercial attache at Istanbul, Turkey, the sum of $7,200, such sum representing one year's salary of her deceased husband who died June 23, 1939, while in the Foreign Service of the United States of America. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That in the admin- istration of the immigration laws, relating to the issuance of immigra- tion visas for admission to the United States for permanent residence and relating to admissions at ports of entry of aliens as immigrants for permanent residence in the United States, that provision of section 3 of the Immigration Act of 1917 (39 Stat. 875), as amended (U. S .
