ARTICLE 25. Depenses du Bureau international. 1.- -Chaque CongrAs arrete le chiffre maximum que peuvent at- teindre annuellement les d6penses ordinaires du Bureau international. Ces d6penses, ainsi que les frais extraordinaires auxquels donnelieu la r6union d'un Congres, d'une Conference ou d'une Commission, et les frais que pourraient en- trainer des travaux sp6ciaux con- fies A ce Bureau sont supportes en commun par tous les Pays de l'Union. 2.- Ceux-ci sont divis6s, A cet effet, en 7 classes dont chacune contribue au payement des de- penses dans la proportion ci-apres: 1 'r classe, 25 unites 2 ,, 20 3e8 15 ,, 4e , 10, 5e , 5, 68e 3> 7e > 1 unite. 3.- En cas d'adh6sion nouvelle, le Gouvernement de la Conf6edra- tion Suisse determine, d'un com- mun accord avec le Gouvernement du Pays int6resse, la classe dans laquelle celui-ci doit 8tre range au point de vue de la repartition des frais du Bureau international. TITRE II. R]IGLES D'ORDRE GENERAL. CHAPITRE UNIQUE. ARTICLE 26. Libert6 de transit. 1.- La liberte de transit est garantie dans le territoire entier de l'Union. 2. It acts as a clearing-house for the settlement of accounts of all kinds relative to the interna- tional postal service, between Administrations requesting such intervention. ARTICLE 25 Expenses of the International Bureau 1. Each Congress fixes the max- imum figure for the ordinary an- nual expenses of the International Bureau. Those expenses, as well as the extraordinary expenses arising from the meeting of a Congress, a Conference or a Committee, and the expenses incurred in connec- tion with special work entrusted to that Bureau, are shared by all the countries of the Union. 2. The latter are divided, for that purpose, into 7 classes, each of which contributes to the pay- ment of the expenses in the fol- lowing proportion: 1st class, 2d 3d" 4th " 5th " 6th " 7th " 25 units 20" 15" 10" 5" 3" 1 unit 3. In case of a new adhesion, the Government of the Swiss Confederation determines, by mu- tual agreement with the Govern- ment of the country concerned, the class in which the latter is to be placed for the apportionment of the expenses of the Interna- tional Bureau. TITLE II GENERAL REGULATIONS SOLE CHAPTER ARTICLE 26 Liberty of transit 1. Liberty of transit is guar- anteed throughout the entire terri- tory of the Union. Settlement of postal accounts.
