Modalites d'affranchissement. 1. - L'affranchissement est oper6, soit au moyen de timbres- poste valables dans le pays d'origine pour la correspondance des parti- culiers, soit au moyen d'empreintes de machines a affranchir, officielle- ment adoptees et fonctionnant sous le contr6le immediat de 1'Administration ou, en ce qui concerne les imprimes, au moyen d'empreintes A la presse d'im- primerie ou par un autre proced6 lorsqu'un tel systeme d'impression est autorise par les reglements int6rieurs de l'Administration d'origine. 2.-Sont consid6ers comme df- ment affranchis: les cartes-r- ponse portant, imprimes ou coll6s, des timbres-poste du pays d'6mis- sion de ces cartes, les envois regulierement affranchis pour leur premier parcours et dont le com- plement de taxe a ete acquitte avant leur reexpedition, ainsi que les journaux ou paquets de jour- naux et 6crits p6riodiques dont la suscription porte la mention "Abonnements-poste" et qui sont exp6di6s en vertu de l'Arrange- ment concernant les abonnements aux journaux et ecrits p6riodiques. ARTICLIE 4S. ARTICLE 47 Methods of prepayment 1. Prepayment of postage is Means of indicatig effected either by means of post- ym age stamps valid in the country of origin for the correspondence of private individuals, or by means of impressions of stamping machines officially adopted and operating under the immediate control of the Administration; or, in the case of prints, by means of impressions, printed or otherwise obtained, when such a system of indicia is authorized by the do- mestic regulations of the Admin- istration of origin. 2. The following are considered Items considered as duly prepaid: Reply post cards bearing printed or adhesive post- age stamps of the country of issue of such cards; articles regularly prepaid for their first transmis- sion on which the additional post- age has been paid before their redirection; as well as newspapers or packages of newspapers and periodicals whose address bears the words Abonnements-poste (Sub- scription by mail) which are sent under the Agreement concerning subscriptions to newspapers and periodicals.
