The result of the summons is set forth in a report of proceed- ings conforming to Model C 15 hereto appended, signed by the postal agent and the addressee. If the latter refuses, the fact is stated in that document. The report is transmitted, with supporting papers, under official registration, to the Administra- tion of the country of origin, which takes the necessary action thereon in accordance with its legislation. Administrations whose legisla- tion does not permit the procedure contemplated under letters (a) and (b) above shall give notice of the fact to the International Bureau for the information of the other Administrations.
