55 STAT.] 77TH CONG. , IST SESS.-CH. 258 -JUNE 28, 1941 Maintenance and operation, Washington National Airport: For all necessary expenses incident to the care, operation, maintenance, and protection of the Washington National Airport in accordance with the Act of June 29, 1940, including personal services in the District of Columbia; operation and maintenance of one motor-propelled ambulance, one fire-and-crash truck, one rescue-fire-and-crash motor- boat, and two motor-propelled passenger-carrying vehicles; purchase of equipment, materials, and supplies, including $800 for the purchase, cleaning, and repair of uniforms for the guards, $290,000. Development of landing areas: For continuation of the program for the construction, improvement, and repair of not to exceed three hundred and ninety-nine public airports and other public landing areas in the United States and its territories and possessions, selected by the Administrator, and approved by a Board composed of the Secretary of War, Secretary of the Navy, and Secretary of Commerce, as neces- sary for national defense, including areas essential for safe approaches and including the acquisition of land, $94,977,750, of which not to exceed $4,500,000 shall be available for administrative expenses, includ- ing the objects specified in section 204 of the Civil Aeronautics Act of 1938, except rent in the District of Columbia and including engineer- ing services and supervision of construction: Provided, That this appropriation shall not be construed as precluding the use of other appropriations available for any of the purposes for which this appro- priation is made: Provided further, That the unobligated balance of the appropriation for this purpose contained in the First Supple- mental Civil Functions Appropriation Act, 1941, is hereby continued available for the purposes hereof until June 30, 1942: Provided fur- ther, That any or all of the foregoing appropriation of $94,977,750, as well as any unobligated balance, may be transferred to any other Fed- eral agency organized to undertake the work herein provided for either by contract or by force account, and such agency is authorized to pro- ceed with such work, including the preparation of plans, drawings, designs, specifications and estimates, the execution of contracts, and the supervision of construction which shall be considered as adminis- trative expenses for the purposes hereof. Section 3709 of the Revised Statutes of the United States (41 U. S . C. 5) shall not be construed to apply to any purchase or service ren- dered for the office of Administrator of Civil Aeronautics when the aggregate amount involved does not exceed $100. The foregoing appropriations under the Office of Administrator of Civil Aeronautics shall be available in an amount not to exceed $4,000 when specifically authorized by the Secretary of Commerce for expenses of attendance at meetings of associations and other properly constituted bodies concerned with aeronautics, for the trans- fer of household goods and effects, as provided by the Act of October 10, 1940 (Public, Numbered 839), and regulations promul- gated thereunder and for the purchase and exchange of lawbooks, books of reference, atlases, maps, and periodicals.
