Purchase of news- papers, etc. electricity, the prevention of accidents, statistical studies and reports relating to mine accidents, and other inquiries and technologic inves- tigations pertinent to the mining industry; the exchange in part payment for, operation, maintenance, and repair of mine-rescue trucks; the construction of temporary structures and the repair, maintenance, and operation of mine-rescue cars and the Government- owned mine-rescue stations and appurtenances thereto; personal serv- ices, traveling expenses and subsistence, equipment, and supplies; travel and subsistence, and other incidental expenses of employees in attendance at meetings and conferences held for the purpose of promoting safety and health in the mining and allied industries; purchase not exceeding $7,500, exchange as part payment for, opera- tion, maintenance, and repair of motor-propelled passenger-carrying vehicles for official use in field work; purchase and exchange in part payment therefor of cooks' uniforms, goggles, gloves, rubber boots, aprons, and such other articles or equipment as may be necessary in connection with the purposes of this paragraph; including not to exceed $67,110 for personal services in the District of Columbia, $704,650: Provided, That of this amount not to exceed $500 may be expended for the purchase and bestowal of trophies in connection with mine-rescue and first-aid contests; Testing fuel: To conduct inquiries and scientific and technologic investigations concerning the mining, preparation, treatment, and use of mineral fuels, and for investigation of mineral fuels belong- ing to or for the use of the United States, with a view to their most efficient utilization; to recommend to various departments such changes in selection and use of fuel as may result in greater economy, and, upon request of the Director of the Bureau of the Budget, to investigate the fuel-burning equipment in use by or proposed for any of the departments, establishments, or institutions of the United States in the District of Columbia, $262,000, of which amount not to exceed $35,000 may be expended for personal services in the District of Columbia; Mineral mining investigations: For inquiries and scientific and tech- nologic investigations concerning the mining, preparation, treatment, and utilization of ores and mineral substances, other than fuels, with a view to improving health conditions and increasing safety efficiency, economic development, and conserving resources through the preven- tion of waste in the mining, quarrying, metallurgical, and other mineral industries; to inquire into the economic conditions affecting these industries; and including all equipment, supplies, expenses of travel and subsistence, and the purchase, not to exceed $12,000, including exchange, operation, maintenance, and repair of motor-propelled passenger-carrying vehicles for official use in field work, including not to exceed $27,900 for personal services in the District of Columbia, $438,060: Provided, That no part of this appropriation may be expended for an investigation in behalf of any private party; Oil and gas investigations: For inquiries and investigations and dis- semination of information concerning the mining, preparation, treat- ment, and utilization of petroleum and natural gas, including economic conditions affecting the industry, with a view to economic development and conserving resources through the prevention of waste; for the purchase of newspapers relating to the oil, gas, and allied industries: Provided, That section 192 of the Revised Statutes (5 U. S. C. 102) shall not apply to such purchase of newspapers from this appropria- tion; and for every other expense incident thereto, including supplies equipment, expenses of travel and subsistence, purchase, not to exceed $6,500, exchange as part payment for, maintenance, and operation of motor-propelled passenger-carrying vehicles for official use in field 342 [55 STAT.
